Register of Seed Producers

Producer of seed crop must be registered in the Register of Seed and Seedlings Producers led by the Ministry of Agriculture and Forestry. Regulation on the way and conditions of registration in the Register of agricultural seed and seedlings are published in
Narodnim
novinama 40/1999.

List of seed producers registered in the Register of producers of agricultural seed, seedlings and mycelium of mushrooms for human consumption and medical purposes is published in Narodnim novinama 55/2000.

 

Application for Seed Production Control

Production of seed crops for national market producer must register on form no. 1, published in Regulation on amendments in (NN 67/2001), na adresu:

Seed crop production for national market

Producer is obligated to keep a record on production area on form 11, which is part of Regulation on amendments of Regulation on control of seed production of agricultural plants (hereinafter: Regulation on amendments), NN 67/2001, Article 3. On field inspectors' demand, producer is obligated to show records.

Producer is obligated to keep certification on packaging and when asked must show it to field inspector (Regulation on amendments,NN 67/2001 article 2.).

If seed production is organised as co-operation between more producers, it is necessary to enclose list of all co-operants with the addresses and phone numbers, so that the field inspectors can contact them, if needed. When producing seed crop, producer is obligated to follow instructions and demands for seed production of certain crop which are prescribed with Unique methods for control of seed production published in Regulation on amendments . (NN 67/2001).

After finishing the control of seed production, Institute for Seed and Seedlings issues Certificate for registration of seed crop and Institute of Plant Protection Certificate for health condition to producers.

Deadlines for application for the seed production control for national market

Producer is obligated to hold to deadlines when applying for seed production control, prescribed by Regulation on control of seed production of agricultural plants, NN 26/1999, article 9, otherwise it will not be possible to determine field inspector who will performed the control.

Seed crop production for foreign market

For foreign market seed crop production, producer must registrate in the Institute for Seed and Seedlings, with remark that control should be done according to OECD Scheme.

When producer is registrating seed production for the first time he must fill Form of Application correctly with needed documentation enclosed, (certificate, declaration, scheme of location). Documentation is prescribed by Regulation on control of seed production of agricultural plants (NN 26/1999, article 9) and Regulation on amendments of Regulation on control of seed production of agricultural plants (NN 67/2001, article 5). Incomplete application will be returned to producer.

Procedure for production and certification of seed for export

We would like to introduce seed producers who are producing seed for export with the procedure necessary for production and certification of that seed, so that that seed will meet demands prescribed with OECD Seed Schemes for the varietal certification or the control of seed moving in international trade..

OECD Schemes are divided into 7 separate parts, according to species with different purpose and way of certification the varietal identity:

  • Grasses and legumes,
  • Crucifers and other oil or fibre species,
  • Cereals,
  • Fodder beet and sugar beet,
  • Subterranean clover and similar species,
  • Corn and sorghum,
  • Vegetables

1. Basic Principles of OECD

Schemes include those varieties which are officially recognised as distinct and having an acceptable value in at least one participating country. The names of these varieties are published in official lists.

All the certified seed produced must be related directly through one or more generations to authentic basic seed of the variety. The number of generations permitted for cross-pollinating species or varieties must be strictly limited. The main factor determining the standard of certified seed is the varietal purity of basic seed and, for this reason, special tests for basic seed are prescribed. Satisfactory conditions for the production and processing of basic and certified seed must be ensured and verified by field inspection and post-control tests.

Post-control tests are conducted to ascertain that the schemes are operating satisfactorily. In particular, these tests are intended to determine that the characters of varieties have remained unchanged in the process of multiplication and to enable the varietal identity and purity of individual seed lots to be verified.


Ministry of Agriculture and Forestry Republic of Croatia has determined that Institute for Seed and Seedlings will be responsible for implementation of provisions of the scheme in Republic of Croatia. Institute is technically equipped and experts are educated to do this. For seed production of agricultural plants for export that are on variety list, Institute will do field inspection and post-control tests and also issue OECD certificates for seed lots.

In order to implement provisions of Schemes some Regulations were adopted and amendments of some are still in process. Following Regulations are presently valid:

Regulation of registration in Register of plant varieties maintainers (NN 73/2001),

Regulation on control of seed production of agricultural plants (NN 26/1999, 68/1999 i 67/2001) i

Regulation on basic demands for quality, packaging and seed certification of agricultural plants (NN 133/1999 i 6/2001).


When production for export is based on seed imported from other countries, especially when breeder is foreign company, producers are obligated to certify seed before sowing according to following rules:

Producer of seed for export is obligated to: inform Institute about production, ensure sample of the same seed for trials of post-control and deliver it to Institute respecting deadlines mentioned in the table.

2. After harvest, producer of the seed for export should, like the one producing for national market, inform Institute about real production area of seed crop on form no.1, published in Regulation on amendments of regulation on control of seed production of agricultural plants (NN 67/2001).

After production is finished, application for issuing OECD which is part of Annex.
