Seed and Seedlings Certification

Material for reproduction in plant production is moving in trade according to provisions of the Law on the seed and plant material, and plant variety registratio (NN 131/1997) Law on plant protection (NN 10/1994) and regulations ratified on the base of these laws.

Material for reproduction can be divided according to purpose and some other characteristics into seed and seedlings. Separate regulations regulate each of them:



Seed trading

Seed production and seed moving in trade is regulated by:

  • Regulation on control of seed crops of agricultural plants(NN 26/1999),
  • Regulation on basic demands for quality, packing, and seed certification of agricultural plants (NN 133/1999),
  • Regulation on amendments of Regulation on basic demands for quality, packing and seed certification of agricultural plants (NN 6/2001),
  • Law on taking over Federal laws in agriculture and forestry area which are accepted in Republic of Croatia as republic laws (NN 53/1991),
  • Regulation on amendments of Regulation on obligatory health control of crop and buildings of seed and plant material and woody plants (NN 11/1994, NN 11/1995, NN 9/1999).

 

Seedling trading

Seed production and seed moving in trade is regulated by:

  • Regulation on seedling inspection (NN 51/1999),
  • Regulation on basic demands for quality, packing, and seed certification of agricultural plant (NN 56/1999),
  • Regulation on amendments of Regulation on basic demands for quality, packaging, storing and seedling certification of agricultural plants (NN 128/2000).
  • Law on taking over Federal laws in agriculture and forestry area which are accepted in Republic of Croatia as republic laws
    (NN 53/1991),
  • Regulation on amendments of Regulation on obligatory health control of crop and buildings of seed and plant material and woody plants (NN 11/1994, NN 11/1995, NN 9/1999).

Certification

According to mentioned regulations, seed and seedlings moving in trade must be certified by:

  • seed processor,
  • producer of plant material,
  • importer of seed and plant material.

Documentation for issuing the certification

Forms for declaration with the expedition bill and declaration for Institute issues packing for Seed and Seedlings on the basis of prescribed documents:

For seed produced in Croatia

  • Application for issuing and extension of validity of declaration for agricultural plant seed, Application for issuing and extension of validity of declaration for clover-grasses mixture,
  • Certificate of recognition of seed crop,
  • Certificate on health condition of crop,
  • Report on quality of seed of agricultural plants..

For imported seed

  • Application for issuing and extension of validity of declaration for agricultural plant seed, Application for issuing and extension of validity of declaration for clover-grasses mixture,
  • OECD certificate or for exceptions from (NN 11/2002 ,NN 88/2002) other certificate on variety certification,
  • ISTA orange certificate or for exceptions from Official Gazette (NN 11/2002 ,NN 88/2002) other certificate on quality,
  • Fitocertificate on health condition of shipment and for potato also document "Application for import of seed potato" verified by Border inspection for plant protection and Institute of plant protection in agriculture and forestry Republic of Croatia.

For domestic plant material

  • Application for issuing declaration for plant material of agricultural plants,
  • Certificate on origin, quality and authenticity of controlled plant material
  • Certificate on health condition.For imported plant material

For imported plant material

  • Application for issuing declaration for plant material of agricultural plants,
  • Certificate on origin and authenticity of species, variety and rootstocks,
  • Certificate on health condition (fitocertificate).
